Key Points

  • A global challenge, which goes beyond French borders, to achieve the objective set for 2030 of reducing greenhouse gas emissions by 40% compared to 1990 (already -20% to date).
  • This “display” text is nonetheless an additional stone in the French edifice in terms of environmental protection.
  • The significant provisions concern in particular the reform of the mining code, short-distance air travel, the energy renovation of housing, the ban on advertising on fossil fuels, among others.
  • A project which is not the expected legislative upheaval in relation to Climate but which is part of a regulatory arsenal in favor of environmental protection.
  • The Constitutional Council set the tone in January 2020 with a decision which made environmental protection an objective with constitutional value.
  • Subject to follow, parliamentary work is still in progress and will make it possible to clarify the extent of certain provisions.
